Update: People that have codes have been having problems trying to redeem it on eBay. If you contact Paypal they have said they know about the issues and will send an email to everybody when everything is resolved.

Log in to your Paypal account and see if you have an offer of $10 or $15 eBay Gift card. Some accounts will see it, others won't get the offer. Business accounts will not see the Wallet section at all. You can then use the card for $10 or $15 free on eBay
